Émission de South Asia’s Hub consacrée à l’hindouisme

La quatrième émission de South Asia’s Hub, dédiée à l’hindouisme, est en ligne. Nous avons profité de la journée d’étude organisée au Centre d’Étude de Inde et de l’Asie du Sud (CEIAS UMR 8564 EHESS-CNRS) sur les “Hindous et les autres à Sri Lanka et en Diaspora” pour rencontrer deux chercheurs français (Mathieu Claveyrolas et Pierre-Yves Trouillet) et deux chercheurs québecois (Mathieu Boisvert et Mark Bradley) qui consacrent depuis des années leurs travaux à l’hindouisme et aux pratiques dévotionnelles des fidèles.

South Asia’Hub #3 : Danses indiennes en France

Le Podcast de la troisième émission South Asia’s Hub, qui est dédiée aux danses indiennes en France, est en ligne. Pour aborder ce sujet, nous avons invité les deux leaders du groupe Revelation Dance, Isaline Révélation Ragis Revelation.

Ce groupe, constitué de jeunes français d’origine sud-asiatique et basé en Seine-Saint-Denis, a été créé il y a à peine un an. Depuis, Revelation Dance a multiplié les représentations et gagné un concours européen de danse en Suisse, Isai Thullal, regroupant des danseurs issus de la diaspora tamoule. La victoire dans cette compétition a permis à Isaline et Ragis d’être sélectionnés pour participer à l’émission « Maanada Mayilada » de la chaîne de télévision indienne Kalaignar Tv. Cette émission, très populaire au Tamil Nadu et dans la diaspora tamoule, est un concours opposant dix jeunes couples de danseurs prometteurs.

L’émission, qui a été enregistré avant leur départ pour l’Inde, a été l’occasion d’aborder la pratique des danses indiennes en France, de l’influence des cinémas sud-asiatiques dans la pratique de la danse par les membres de la deuxième génération et de revenir sur la genèse et le parcours du groupe Revelation Dance

South Asia’s Hub is the new monthly program of New Veo Radio. Cheon Mak et Delon Madavan, its presenters want to offer their listeners programs on history, cultures and social issues in South Asian countries and their diasporas. South Asia’s Hub will welcome each month researchers, artists, human rights activists, people of South Asian origin and lovers of this region to talk about cinema, dance, religion, identity or integration. Ambitious, South Asia’s Hub aims to be a center of knowledge and intercultural exchange.

Présentation d’Éric Meyer : Historien de formation, spécialiste de Sri Lanka et du sous-continent indien, sa recherche se concentre sur la relation entre le capitalisme colonial et la société rurale et plus particulièrement sur l’interaction entre les paysans, les planteurs et l’État colonial à Sri Lanka. La crise socio-politique que connaît ce pays l’a conduit à en analyser l’arrière-plan historique. “Visite du Pape au Sri Lanka : entretien avec Mgr Wickramasinghe, évêque de Galle” par Radio Vatican

(Radio Vatican ) Entretien – Au Sri Lanka, on affiche sa religion. Elle est, autant que l’ethnie, une carte d’identité. Mais à la différence de l’appartenance à la communauté cinghalaise (70%) ou tamoul (15%), qui se sont indirectement affrontés lors de la guerre entre les autorités de Colombo et les séparatistes armés de l’Eelam Tamoul, la religion n’est pas un facteur de trouble. Elles cohabitent dans la paix. Il arrive cependant que la communauté musulmane (10%) et la toute petite minorité protestante (1%) soient la cible d’un groupe de moines bouddhistes extrémistes politisés.

Au Sri Lanka, la politique est l’objet de toutes les passions. On se rend aux urnes en masse lors des élections, comme la semaine dernière. Plus de 70% de la population a fait le déplacement pour élire son président. A trois jours de la venue du Pape, le verdict des urnes est d’ailleurs tombé. Le président sortant Mahindra Rajapaksa  a reconnu sa défaite. Il était au pouvoir depuis dix ans. Et, pour la première fois semble-t-il, les discussions post-électorales en sont restées aux mots. Aucune violence n’a été déclarée.

Pour Mgr Raymondo Wickramasinghe, la visite du Pape François y est clairement pour quelque chose. L’évêque de Galle est en charge de la commission pour les relations avec les médias….

“Quelle est la situation politique et militaire au Sri Lanka ?” par Radio Vatican

Entretien – Voyage du Pape François au Sri Lanka. Ce mercredi, après la grande messe de canonisation du missionnaire Oratorien, Joseph Vaz, le pape se rendra en hélicoptère en zone tamoule, dans un sanctuaire national où prient les srilankais hindous ou catholiques… C’est la première fois qu’un Pape se rend dans ce sanctuaire marial malmené par la guerre. Menacé par les bombardements, il a abrité un camp de réfugiés durant la guerre civile.

Le conflit s’est achevé il y a 5 ans sur les cendres d’une dernière bataille d’une violence inouïe. En 2009, lors du dernier mois de guerre entre le gouvernent cinghalais de Colombo et les Tigres séparatistes de l’Eelam Tamoul, 40 000 tamouls ont été tués. 140 000 selon l’évêque de Mannar qui affirme que les activistes armés n’ont pas été correctement comptabilisés. A l’issue de la guerre, 280 000 tamouls vivaient dans des camps.

Aujourd’hui, cinq ans plus tard, comment vivent-ils ? Pourquoi l’armée occupe-t-elle encore massivement le nord du pays, l’ancienne zone de guerre où vit la majorité des Tamouls ? Delon est géographe, rédacteur en chef de Sri Lanka & Diasporas

“Voyage du Pape au Sri Lanka : la place et les rapports des religions” par Radio Vatican

Le Pape François entame son 7° voyage apostolique à l’étranger, le 2° en Asie après la Corée en août dernier. Le Saint-Père passe 48 heures au Sri Lanka, un pays meurtri par des décennies de guerre civile, dont les conséquences sont encore perceptibles. Puis il partira pour les Philippines, le pays le plus catholique d’Asie.

Au Sri Lanka, la population est hétéroclite. Les Cinghalais représentent 75 % de la population. Ils sont quasiment tous bouddhistes. Les Tamouls constituent eux 15% de la population. Ils sont hindous pour la plupart. Les catholiques qui représentent une petite minorité dans le pays (7%) sont membres des deux communautés. Les musulmans représentent eux 12% de la population.

Quelle place occupe la religion ? Le Sri Lanka est-il un Etat laic ?

““An attack on unarmed citizens”: Interview with Sampath Samarakoon” by Groundviews

The Editor of Vikalpa, Sampath Samarakoon, was mercilessly attacked by Hambantota Urban Council Chairman Eraj Frenando (of the toy pistol infamy) yesterday as he was taking part in a street drama with leading rights activists and artistes. A detailed report by the Centre for Monitoring Election Violence (CMEV) around this incident can be read here. The Police arrested Eraj Fernando today in connection with the incident and remanded him till the 24th of December.

CPA’s Executive Director Dr. Paikiasothy Saravanamuttu on the draft resolution on Sri Lanka tabled at the UN HRC’s 25th session, and its implications for the country.

“This resolution as attested to by the draft also does point to continuing violations for example with regards to religious freedom, the impeachment of the chief justice, the continuing culture of impunity, land grabs, the lack of witness and victim protection, continuing disappearances, self-censorship in themedia, lack of right to information, legislation and host of other continuing violations. Perhaps the most controversial and the key part of the resolution with regard to the issue as to whether there should be a call for independent international commission of inquiry into allegations of war crimes…”

“A Commentary on the Presidential Commission to Investigate Missing Persons During the Period of June 1990 – May 2009 in the Northern and Eastern Provinces: Issues and Concerns in the Search for Truth, Justice and Accountability” by CPA

6 March 2014, Colombo, Sri Lanka: The Centre for Policy Alternatives (CPA) has closely monitored previous Commissions of Inquiry (CoI) appointed by the Government of Sri Lanka (GOSL) and recommended policy alternatives in the search for truth, justice and accountability. While CPA acknowledges the need to have credible domestic processes, the present framework does not provide for an independent inquiry. As such, CPA at the outset calls for legislative reform to amend the present Commission of Inquiry Act to ensure that future CoIs are independent and free from the interference of the Government and its agents. CPA also calls for the ratification of the International Convention for the Protection of All Persons from Enforced Disappearance and for domestic legislation to be brought in line with international standards.

The present document consists of two sections. Section “A” briefly examines the shortcomings of the CoI mechanism in general in the context of the existing legal and constitutional framework. This section draws on the substantial body of work previously done by CPA in relation to CoIs in the past.

In this document CPA has broadly highlighted the underlying shortcomings of the CoI mechanism in Sri Lanka, calling into question its legitimacy and independence, as control over appointments, formulation of mandates and functions are all powers deeply embedded within the Executive. CPA believes that there needs to be societal and victims’ consultation throughout the CoI process in order for it to be an inclusive one that assures confidence in the system. Furthermore, all CoI reports should be made available to the public, thereby complementing the process with transparency.

Section “B” examines the latest commission appointed on disappearances. Several concerns are raised and recommendations are made to address these concerns. The concerns and recommendations highlighted are made in the spirit of constructive engagement. CPA urges the Commission to consider these recommendations when designing its future work plan and their specific inclusion in the interim report to be handed over to the President.

CPA’s specific examination of the ongoing work of this CoI, leads us to the conclusion that on the basis of its formulation and current operation, the Commission is incapable of carrying out a comprehensive, independent and transparent inquiry.

The issue of missing persons and the connected social and psychological challenges confronting families of missing persons pose serious challenges to reconciliation in a post war setting. It is hoped that the Commission will continue its functions mindful of these challenges. Similar initiatives in the past have failed to ensure victims’ right to truth and justice. The present Commission, beset by structural flaws and the specific concerns regarding its functioning, does not inspire confidence that it will prove to be any different. CPA urges therefore that the Commission takes onboard the proposed recommendations to provide victims and affected communities with much needed redress and to make the call for much needed reform in the search for truth, justice and accountability in Sri Lanka.
